Issues with trying to use SLMGR with Windows 7

I'm using Windows 7 and trying to install a certificate & new OEM SLP key. However, when I type in an slmgr command, I get an "slmgr is not recognized as an internal or external command, operable program or batch file" message. When I got to my system 32 folder, I see slmgr.vbs is a disabled startup file.When I use OpaTool, I get a 'Windows cannot find slmgr.vbs' message.
I tried to go to Admin tools utility to check my startup programs, but I didn't see slmgr there.
Can anyone help me so I can use the slmgr tool to update my key? Thanks!

After some work, I guess my problem is that my bios is only SLIC 2.0. It's an HP & the BIOS is F.34.

You have to be in the system32 folder to run the slmgr command otherwise the not recognized message will appear. Go to Start Menu > All Programs > Accessories, then right click on Command Prompt and click on "Run As Admin". Then type the slmgr command.

Did you use RemoveWAT?

Slmgr should run no matter where you are in the directory tree - if \Windows and \Windows\system32 aren't in your PATH environment variables you must have stuffed something up somewhere.

yes i did use remove wat...
but now i have bought the keys for windows 7 ultimate..

if you go to HP's website, you can get SLIC 2.1.
they released it last year.
my bios is F.66
