Funding for this position begins September 1, 2017. The applicant selected for hire will begin employment September 1, 2017 or later.The Texas Workforce Commission [TWC] is looking for customer-focused and detailed-oriented individuals to join our team as a Human Resources [HR] Specialist II-III in the Human Resources Department which is located in downtown Austin at 101 E. 15th Street, Austin, TX. The HR Specialist II-III performs routine to complex [journey-level] human resources management work. GENERAL DUTIES:Provide assistance or implement and administer human resources programs such as employment, compensation, classification, employee relations, benefits, workers’ compensation or organizational development. Advise staff on issues, rules, policies, and regulations related to human resources management.Performs other duties as assigned.

Leave Unit: Team member supports the Leave Unit by assisting employees and management with leave questions, resetting passwords, troubleshooting system errors and other HR system related issues. You will plan or assist with planning, developing, revising and implementing leave policies and procedures. This unit deals with a high volume of HR Help Desk inquiries, from canceling a leave request to verifying employment. They also assist with running queries and reports and working on special projects. With a variety of job duties and responsibilities, there is always an opportunity to learn something new. This team is also responsible for internal and external special projects, departmental and agency reports and queries and analyzing data for reporting and distribution. Performs other duties as assigned, but not limited to reviewing leave documents for accuracy, data entry, creating/scanning files, purging documents and contacting appropriate staff to resolve issues.Records Unit: Team member supports the Records Unit by maintaining agency personnel files, to include filing various personnel documents; reviewing personnel forms for accuracy, data entry, creating/scanning files; purging documents and contacting appropriate staff to resolve issues. Performs corrections as needed and enters data into CHAPS. Gathers information on previous state service and calculates state service dates based on information provided by state employers. Assists with verifying restorable leave balances and preparing appropriate documentation; keying adjusted leave balances and/or adjusted accrual rates into the leave system; writing, editing, typing and proofing correspondence, reports, labels, forms and memos. Hiring Unit: Team member supports the Hiring Unit by performing review and data entry of the agency’s PPRs; performance leave recommendations, and job posting applications using CHAPS. Assists with pulling records for personnel requests. Maintains human resource automated systems, files, and records. Assists unit with scanning, compiling and downloading applications for open positions using WorkInTexas.com and the agency’s applicant screening tool, Autocoder. May respond to inquiries regarding performance reviews. May assist in the preparation and coordination of recruitment events. May assist with special projects and assignments as needed. The ideal candidate has strong attention to detail and thorough in completing work task; demonstrates cooperation by being pleasant with others and displaying a cooperative attitude; and demonstrates dependability and responsibility for fulfilling business obligations to agency customers and team members.

PREFERRED QUALIFICATIONS:Good customer service, teamwork, and verbal/written communication skills. Experience with meeting deadlines while handling changing priorities, and proof work to ensure accuracy. Experience with the Comprehensive Human Resources and Payroll System [CHAPS].Experience using Microsoft Office Suite and PeopleSoft. Experience using SharePoint. PHR/SPHR/SHRM-CP/SHRM-SCP

The salary range for this position is $$3,000 to $3,400 per month, depending on qualifications.

MINIMUM QUALIFICATIONS:
HR Specialist II - Bachelor's degree with major course work in human resources management, business or public administration, organizational development, or a related field. HR Specialist III - Bachelor's degree with major course work in human resources management, business or public administration, organizational development, or a related field plus one year of full-time experience in positions that provided a thorough knowledge of principles of human resources management, office management policies, procedures and practices, and of agency functions and organizational structures.

The Incumbent is responsible for functioning at the specialist II level in the areas of Employee and Labor Relations, Affirmative Action/Equal Employment Opportunity and ADA- -such as discipline, union contract administration, grievance management, investigations and equal employment opportunity. HR provides services for approximately 1,200 fulltime and 200 casual seasonal staff located throughout the state, some of which are covered under collective bargaining agreements with AFSCME and DSEA, and operating within several 24/7 secure care and residential facilities.

Upon satisfactory completion of department promotional standards and job requirements, employees may be eligible to be promoted to the next level.

  • Interprets, explains and applies applicable state and federal laws, rules, regulations, policies and procedures.
     
  • Develops and recommends policies and procedures consistent with merit system laws, rules, regulations, priorities, objectives and new federal mandates. 
     
  • Develops and implements programs to ensure compliance with state and federal laws, the policies of the Office of Management and Budget and to meet operational needs of human resource functions.
     
  • Collects, analyzes and evaluates data from a variety of sources and presents/communicates information effectively.
     
  • Identifies and analyzes inquiries/problems/needs/issues, assesses their impact and generates and evaluates alternatives.
     
  • Provides recommendations, guidance and direction to management for the purpose of understanding, meeting organizational and operational goals and objectives and identifying/resolving problems/needs. 
     
  • Implements human resource functions, policies, procedures, systems and plans.
     
  • Provides representation at meetings, hearing, contract negotiations, presentations, proceedings andcommittees. 
     
  • Monitors and ensures compliance with state and federal laws, rules, regulations, policies and procedures, requirements, guidelines, contract agreements and budgets. 
     
  • Conducts projects and studies.

JOB REQUIREMENTS for Human Resources Specialist II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas

  1. Possession of a Bachelors degree or higher in Human Resource Management, Public Administration, Business Administration, Psychology, Sociology, Behavioral Science, Political Science or related field OR possession of a SPHR, PHR, IPMA-CP, IPMA-CS or equivalent professional human resource certification OR for current State employees, the Office of Management and Budget Human Resource Certification.
  2. At least one year experience performing professional human resource activities in a human resource office such as Labor Relations, Employee Relations, Benefits, Job Classification, Compensation Analysis, Pension, Recruitment, Selection or EEO/AA.
  3. Six months experience in analyzing human resource problems, developing alternatives and recommending and advising management on solutions.
  4. Six months experience in interpreting human resource laws, rules, regulations, standards, policies and procedures.
  5. Six months experience in narrative report writing.
