Nhìn lại 8 năm qua, tôi nhìn lại những gì chúng ta đã đạt được kể từ khi tôi đảm nhận vị trí này. It is important that regardless of our personal beliefs, we as a community be committed to upholding the USA Gymnastics Code of Ethical Conduct on pages 12 and 13 of the Rules and Policies. You have a right to decide what meets you wish to attend during the season. Once you commit to a meet, you are also committing to the standards that meet has in place. As a professional, you need to make sure your club and parents are aware of the protocols and that they need to uphold them

Level 6 Regional Invitational – Thursday April 22, 2022. Entry fee is $125. The sanction is up to register. The first 240 paid athletes will be accepted. Send checks made out to Region 2 to Marian DeWane PO Box 2137 Boise, Idaho 83701. All profits will go to the apparel fund
Thank you to all who did your U112. We went from 93 coaches missing it to 20
So far 40 seniors have been sent in. If you have not sent in your senior in high school list yet, please do so by February 15th
Regional DP Levels 7, 8, and Xcel Gold. Reminder numbers to regionals are determined by a percent of a percent based on the numbers each state has entered in their state meets. Example – If a state has 25 Level 8’s registered in their state meet and the region has a total of 400 Level 8’s registered in their respective state meets 25/400 x 100 = 6. 5%. This means that 6. 5% of the 240 allowed into regionals will be from that state [240 x 0. 0625] or 15 athletes. Because this is based on numbers into state meets, the numbers per state will NOT be calculated until after the entry dates to state meet closes

Athlete Apparel. In the R and P, Level 9 athletes are limited to $125 per athlete spending. Between the competition leo and the training day leo, close to half of that has been used. We have a possible 112 slots we can fill at Level 9. Level 10’s are not limited by the R and P and we could have up to 106 athletes qualify. Region 1 spends $250 per athlete on apparel [per the Region 1 chairman] and is what we have planned for. This year Level 9 and 10 athletes will be filling out an online form before regionals and then have apparel sizes verified at the meet. This email will come in February. Hopefully, this will cut down the time collecting this information. This year – GK will again NOT be sending sizing leotards

VAULT – If a vault performed by an athlete is NOT on the list for that division it would be a VOID vault.

BEAM – Bronze – Lever to touch the beam IS an allowable acro. One leg must be off the beam and hands/fingers/fingertips must touch the beam. There is no required angle for the free leg. If there is not a straight-line lever, SR credit should be given. Do take appropriate execution errors for body position, knees, feet etc

EXAMPLE. A gymnast falls / stops / fails to do the small cast immediately. The gymnast then adds a small cast before the cast squat on. In compulsories, judgement starts from point the point of interruption. An extra swing deduction Is NOT applied in this case
DP OPTIONALS
BEAM COMPOSITION. Dismount Up to the Level
Note. Any Acro Element performed a 3rd time [receiving NO Value-Part credit] that is used in a direct connection to a Beam Dismount element may be used to fulfill the Beam Dismount Compositional requirement as a connection. The 0. 10 deduction for performing an isolated dismount element is not applied

EXAMPLE. Level 9 athlete performs a Back handspring – layout stepout [B + C]. Later she performs a Back handspring– Back handspring – Layout Full Dismount [B + 0 + B]. All Back handsprings were step outs, so the 3rd Back handspring received no VP credit. There would be no deduction for dismount UTL per the UPDATE above from July 2020

Region 2 Newsletter December 2021
I hope this Newsletter finds you well and looking forward to the 2022 season
USAG updated policies on Covid protocols. Please see sanction_nonnational. pdf [usagym. org] to read the document. Essentially, it is now saying for state and regional meets only the local CDC guidelines need to be met. Westerns and Nationals will still have a mask mandate requirement in place. We are experiencing a COVID surge, but you are well prepared to have the necessary protocols in place to provide a safe event for the athletes; coaches; officials; staff; families and friends
USA Gymnastics has updated COVID guidance to assist event directors and participants
As the season progresses – the protocols for the 2022 Regional Championships will be monitored and shared with the membership

There are several items that require your attention as we move into 2022
Most important. Do you have SENIORS in high school? We need a LIST for Level 7,8, 9, and 10 and Xcel Gold, Platinum, and Diamond. Sadly, last year there were athletes at regionals who came at the end of awards when we asked if there was anyone else and said they were a senior and we did NOT have them listed. There was at least one every session. PLEASE send me your names. We also want to make sure we have enough senior gifts for them
U 112 Tough Coaching or Emotional Abuse Course Link
Failure to complete this course by January 10, 2022, will result in your membership being placed in pending status. Review membership requirements here

Save the date- Regional Congress dates are August 13 and 14 at the MAC Club in Portland. Testing for Nationals and Brevet judges will be provided. There will also be a U200 course offered. More to come
Sad news- Merge Eilers, a longtime judge in Washington, has passed away
Thank you to everyone who help to support the leotard fundraiser. We made $4500. Our other fundraiser is going great. Please put it out to your parents and have your clubs donate. So far, we have club donations from Emerald City Gymnastics, Island Tumblers, Naydenov Boosters, and PEAK. We also have several donations from families

The new season is upon us. So exciting for everyone but also new items to remind ourselves of. Be sure to read the new Rules and Policies- there are many changes. Also be aware, the new sanction forms are different. You may want to print them early and review them
Some special items to be aware of
Attire athletes. Shorts must be solid black with “NO EMBELLISHMENTS”, may have a small manufacture’s logo or it is a 0. 2 deduction after a warning. This means no wording on the waistband. See below
Additions to coaches’ attire. State meets and above page 22 – no shirts with open backs and no undergarment revealing shirts
Question. A Clarification on the deduction for going into a fall. [from Connie Maloney]
Execution errors before the fall should be taken [but not balance errors that end in a fall]. Just like the landings with steps then fall, you only take the fall
Changes in Requirements for who is present at a meet
Medical. see the Rules and Policies page 32-33 on what is required for each level. they must be USAG medical members [join for free, do a background check, and take U110 Safe Sport]
- Low risk is Xcel bronze and silver and DP 1, 2, and 3
- Medium Risk is Xcel gold and platinum, and DP 4, 5, 6, and 7
- High Risk is DP 8, 9, and 10 and Xcel Diamond
Volunteers 14 and over at a meet. see the Rules and Policies. Membership [free] and take U110 and if they are 18 and over the gym needs to make sure they have had a background check
Music. Playing music via Bluetooth is not allowed. [See R and P page 22 and 33]
Courses
Be sure and check the page in the R and P for membership requirements. If you have not done the U 113 which was due by November 1, 2021, you are now in pending status. As a region, we are now down to 108 coaches that have not yet done the U 113. Without this, you cannot be on the floor. We have 290 who need U 112 which needs to be done by January 10, 2022
Xcel Judging Course
The online course for Xcel Bronze, Silver and Gold is up and running. This provides an excellent review of the rules for judge’s and coaches. See the link below. Cost is $15

We will also be hosting the Level 6 invitational the day before Regionals [Thursday April 21st]. All proceeds will go towards apparel
With the two leotard sales, the Level 6 invite, and the camps, we hope to have enough to support our athletes

NEW REQUIREMENTS
New Course Requirements. This season, USA Gymnastics will introduce two new educational courses that certain membership roles will be required to complete as a condition of membership

MEET RESERVATIONS
Meet Reservation is a requirement for all USA Gymnastics sanctioned events. Check out meet reservation_0820. pdf [usagym. org] for step-by-step instructions
MEET DIRECTORS
NEW this season, Meet Directors are able to scan USA Gymnastics members’ membership cards to view their membership status in real-time. This new feature will allow meet directors/sanction administrators the ability to verify memberships quickly if an individual was not previously registered for their event
- Judges must be entered into the sanction by the event director, sanction administrator, or Meet Referee
- Event directors or sanction administrators must also add on-site and late entries [athletes, coaches, and judges] into the Meet Reservation system
- We are unable to accept sign-in sheets generated by outside meet registration or scoring companies. Please use the coaches’ and judges’ sign-in sheets provided in your sanction forms

Welcome to a NEW season. Lots of new changes with the compulsories and membership. If you have any questions, please let me know. Westerns will be in St. Charles, MO this year. The closest airport is St. Louis [STL] and is 7 miles [10 km] away. Nationals location is hopefully going to be announced soon
Olympics. Congratulations to Jordan Chiles- a Silver Team medal. Wahoo. Also coming to Region 2, at Oregon State University will be Jade Carey, who won Gold on floor exercise

On another note
I feel it is important to address a concern that impacts the competitive choices for a gymnastics club. As a private business, it is your decision to participate in any organization/s you choose. It is also important to determine the accuracy of the messaging from those organizations, particularly if they reference USA Gymnastics. The USA Gymnastics State / Regional / National Committees have worked tirelessly to provide a safe – organized and educational program for the entire membership. Our focus has always been on the growth and development of all programs with an emphasis on grass roots initiatives. We have emphasized the educational components needed to nurture this philosophy. Typically, I would not address this publicly, but there is misinformation that some of these groups are broadcasting about our organization. The messaging is incorrect, and I would suggest a closer look at their rhetoric. As always, thank you for your continued support of USA Gymnastics Region 2

- Old Compulsories and move up meets. The old compulsories can be used until July 31 for move up meets. After that date, the new compulsories must be used. Once the new season of memberships opens [in a week or so], once joined, the membership is active and those athletes CAN be in move up meets etc. even though it is not August 1
- Region 2 color has changed to turquoise for the next 3 years. 😊
- Regional Congress is not sponsored by USAG this year. It will be sanctioned so everyone can get hours if you need them. On Friday will be athletes Level 5, 4, 3 with Tom Koll and helpers going over the routines. The focus will be beam and floor. Cost per athlete will be $60. [Athletes will need to have joined USAG for the 2021 – 2022 year since it is after August 1. ] This will be limited in number at each level so register early on USAG. Please make sure levels are correct when registering your athletes
Saturday will be coaches and judges with Tom Koll going over routines. Questions and answers, judging demonstrations, will be part of the clinic. Sunday will open time to go over routines and there will be judging films and special lectures. Cost will be $100 per person. Check out the attached flier. If you bring more than 5, it is $75 each

- Voting for DP Chairman is still open through May 4. Your vote does not carry over from the first election- you must revote in the runoff election. Please vote. You have two excellent candidates. Brent Phelps from Ascend and Tiffany Quincy from OMEGA
- Good luck to everyone headed to Westerns and Nationals. Coaches remember – p. 21 C2 of the R and P. no hats, athletic shoes, Athletic warm-up pants or dockers [no jeans] and must be of reasonable length [No holes, tears or short shorts], and collared shirts, business casual or T shirts [No spaghetti straps, low cut tops or midriffs showing]. Please show your support of the region and be in Region 2 apparel
- Thank you to our two regional hosts – DP – Gym 406 and Xcel – Performance Plus Events. Both events were great. The Level 6 invite was a success – thank you to all who participated. This will be a continuing event – we made enough in entry fees after paying bills to outfit our level 10’s for Nationals. Yea. From the sale of Leos at regionals, we helped outfit our Level 9 athletes. Thank you to Shay Garner from GK and all you that bought them. We have 55 Level 10’s going to Florida and 77 Level 9’s going to Iowa
- Next year, we will be going back to our traditional qualifying for the Regional Meet. Level 9 and 10 need a 34 at their state meet, Level 7 and 8 will both be percent of a percent to fill 3 sessions of 8 and 3 or 4 sessions of Level 7. The regional committee will firm up number of sessions for Level 7 in their next meeting. Next year DP Regionals are hosted by Naydenov in the Portland Area and Xcel Regionals are hosted by Northwest Aerials in the Seattle area
- Compulsory Update
Compulsory workshop Reno event. cost $385 and includes all online materials
- There is still space both live [it is half full] and virtual. The online version will be streamed live BUT will also be recorded ONLY for those with virtual access and will be available for 1 week after the event
- Those who preorder the compulsory book but do not attend, they will be shipped books after the Reno event ends. FYI – If purchasing the materials, the big book is 75 and the mini version is 50. The online materials will be $125 if you do not attend the workshop either virtual or in-person
- The mini books are what will be given to those who register for the events. If attending live, you will get them at the event and if virtual, they will be shipped so you have them within the week of the event. The Monday after the event, all the materials in your USAG will be able to be accessed such as the music, videos of the routines, etc. There is a Spanish version of the compulsory book being made
All materials such as the compulsory online book will NOT be downloadable as an iBook onto an iPad. It will always have to be accessed through USAG each time you want to use it, that way it will be always updated but it also means you will have to be online and logged into USAG every time you want to access it through your membership profile page
The new compulsory exams for judges will be online. More details will come out later
For those wants to sanction mobility meets for the old Level 4 and 5 compulsories, this can be done through July 31st. The new compulsories will begin August 1
- National Congress
National Congress will be held with Olympic Trials. Information will be coming out next week. They are waiting on a finalized schedule to post
- Regional Congress
Regional Congress will be held at OMEGA in Beaverton August 13 – 15. August 13th will be a compulsory boot camp for athletes. More details will come out after Nationals. Each chairman is working on their respective track for Saturday and Sunday. 😊 I am looking forward to seeing you all there

When the DP optional and Xcel programs change in 2022, there is discussion of only 1 code. If you are in favor let Linda and Dianne know before their meetings in May

Congratulations to everyone for making a success out of a difficult year. It was inspiring to see how hard your athletes have worked to keep their passion for gymnastics alive. Good luck to all of our Region 2 qualifiers
This summer brings us our new compulsory routines. We are working on adding workshops for the compulsory gymnasts/coaches over the summer. It has been proposed to add an athlete day to Region 2 congress for compulsory review and instruction. Some type of an athlete day would be a great jump start to the new routines and help for anyone who is unable to attend the Compulsory Workshops
The National Committee meeting is just around the corner at Level 10 Nationals. I have had several excellent suggestions for topics to add to the committee’s agenda. Please send me any of your ideas for the National meeting agenda, as well as feedback and ideas for the Region. If we all work together, we can make changes and make a difference

- Elections. Dianne Palmer will continue as RXCC and the new RTCC will be Jeanine Henneford from Montana. A big shout out to Linda Mulvihill for all her years of service to the Region as RTCC. For the position of RDPCC, an election will be held. Candidates in alphabetical order are as follows. Ian Campbell [CEG – Washington], Brent Phelps [Ascend – Washington], Tiffany Quincy [OMEGA – Oregon], and Joe Rapp [HITS – Hawaii]. The election will run from April 1 to April 15. Qualifying Score Information
Qualifying scores must occur at your Xcel state meet. If no state meet is held then the athlete may use a qualifying score from any sanctioned meet [in-person or virtual] during the season
State chairs are responsible for entering the qualified athletes immediately after their state meet. Clubs should have one check per club addressed to Performance Plus Events

Happy Happy Day Everyone. We are all flipping excited to have all states able to have some type of competition. [Minutes from the Last Regional Committee Meeting. ]
The Regional Meet in Helena, Montana is on track
Level 6 Invite is on Thursday April 15th. Register online. The entry fee is $125. Once registered, please send your entry fee to Region 2; PO Box 2137’Boise, Idaho 93701. Fees are due by April 1. Monies from the invite are going to be used for athlete apparel
So what do all the motions passed in the last two sets of minutes mean for regional qualifying?
- There is not a % of a % this year since some states are not having state meets in Level 7 or 8; therefore, any gymnast with a 32AA at their state meet or an 8. 0 for an event specialist qualifies to the regional meet. If no state meet is held, a 32 AA in a sanctioned meet qualifies an athlete to the regional meet or an 8. 0 for an I. E. S
- Level 9 and 10 need a 32 AA at their state meet to qualify and an IES needs an 8. 0. If no state meet is held, a 32 AA during the season is needed to qualify and an IES needs an 8. 0
- Petitions need 1 point above qualifying which is a 33 AA

Elite Drop Back Process
US Elite gymnast [an athlete who has competed as a Junior or Senior International Elite in a Classic Meet, Junior World Trails, or higher] who wants to enter the DP Program MUST petition to drop back to the DP program, regardless of the year of competition, by completing the “reason for change” form FROM HER COACH to the National DP Committee Chairman. For Information regarding Foreign Athlete [Elite or non-elite] participation in the DP, please refer to Chapter 2, page 26
- All petitions must be received at least three weeks prior to the Level 10 State Championships
- The National DP Committee will review the petition and the Chairman will notify the coach of the acceptance/denial of the petition and will copy the respective State and Regional Administrative Committee Chairmen and the Regional Technical Committee Chairman
- Accepted petitioned athletes may not re-enter the Elite/Pre-Elite Program during the Elite competitive year [through Championships of the year in which she competes Level 10]
- Clarification. An elite athlete dropping back into the Development Program is considered a DP athlete when she enters her first USA Gymnastics sanctioned event as a Level 10 athlete AFTER the petition has been granted
- All scores obtained before the petition is granted are INVALID for qualification to State Championships and above in the current season

News from Joint USAG/NAWGJ Committee on Safe Re-entry during COVID-19 pandemic. The document, Ten for 10, is a check list of ideas to ensure the safety of gymnasts, coaches and judges. NAWGJ appreciates the work you are doing to provide a safe environment at gymnastics meets in the upcoming year. We look forward to working with you to help all participants have a safe and enjoyable experience. As you consider the modifications you will make to provide a safe environment, we thought it would be helpful if you had some ideas that our judges have suggested to facilitate their own safety as well as those with whom they interact. We recognize that different venues present different challenges and that conditions will vary. Please complete this checklist and return it to your assigner so that judges can be prepared for different meet settings. If you need to have music checked, there is a new form attached and on the website. Send to Linda Mulvihill. The steps then are
- Form and music forwarded from RTCC to C Naik [JOPD] only
- JOPD will then rename email subject as it pertains to region and athlete name for easier tracking
- Renamed email sent from JOPD to C Hamilton [NTCC] and C Maloney [JOTD]
- Once approvals are received back from NTCC and JOTD, JOPD will forward over signed approval form back to RTCC
- RTCC will need to sign and date form before sending back to coach
- JOPD will keep copies of all forms, for future reference if needed
Questions that came up on vault at the Region 7 Clinic
Q. #1. Level 6 & 7 Vault. how is the Angle of Repulsion measured?A#1. For Level 6/7 Vaults, the Angle of Repulsion is determined by the Line from the Hands through the Hips [center of mass]. If there is a shoulder angle, measure from the shoulders to hipsThis is different than the method used to determine the angle for Level 4/5 Compulsory Handspring as well as Non-salto vaults at JO Levels 8-10 and Xcel Gold/Platinum/Diamond. Level 6/7 Vault is intended as a “timer” to develop the Handspring Front Salto vaults and Tsukahara/Yurchenko vaults with salto and therefore the expectations in body position are different
Q#2Does the Angle of Repulsion using the line from hands to hips apply to the Level 4/5 Compulsory Handspring vault?A#2. No, use the directive in the current Compulsory book on pages 82, 114 and 156. “Angle of Repulsion [failure to leave the vault table by vertical – Angle of repulsion isdetermined by the angle created from the hands to the body part that is furthest past vertical. ]
Q#3. Is the Angle of Repulsion determined by the line from Hands to hips for Non-Salto vaults for Xcel Gold/Platinum/Diamond and JO Levels 8-10?A#3. No, use the same method as described in the Compulsory book, but the Xcel deduction is only “Up to 0. 50” instead of “Up to 1. 00” as in Level 4/5 Compulsory and NonSalto vaults at Level 8-10
Q#4For Level 6/7 Vault, if the feet are not in alignment with the body line when using the line from hands to hips, how is it handled?A#4If the feet are not in alignment, it would be considered a body posture error [pike or arch]From Tiffany

This is very bittersweet; our athletes and coaches would have been rocking Level 9 Westerns this last weekend and next weekend our Level 10’s would be at Nationals. My heart goes out to all our community, our clubs, coaches, judges, parents, and athletes that are trying to survive through all this. Things will not be the same when everyone can get back in the gym and reaching a new “normal” will be challenging
The Regional Committee met April 15th and May 1. Minutes from both meetings are available here
The National Administrative Committee continues to have weekly conference calls to keep us updated. All regional congresses have been cancelled and National Congress will now be virtual at a lower cost. All the National meeting minutes will be posted in the next couple of weeks. Please know all committees tried to make changes minimal during this time but there are some changes
USA Gymnastics is working on developing Industry Guidelines for maintaining health and wellness during this time as well as recommendations to assist clubs. - Tell your athletes and coaches
USA Gymnastics plans to create a video that is basically a “you miss gymnastics, we miss you” for young gymnasts that will be posted on USA Gym Social Media etc. The producer is looking for a selection of videos from coaches saying “I or We miss you” or something similar or inspirational that he can include. The only thing he asks is that you shoot the video horizontally, NOT vertically on your phone. Creativity is encouraged. Incorporate your staff – pass this along to your coaching friends. Please wear your gym t-shirt or Team USA apparel, if you have some – so you are clearly associated with gymnastics. This would be a great opportunity for your staff and gym coaches from all over the country to send a message to athletes that we miss them. I know you are already doing this, but this is more of a community-wide effort and we would love to feature our Women’s Program leaders

- SACC elections are final. Although only two elections were held, there are three new chairmen. Congratulations to all the new chairmen
Alaska – Charlene Moss will take over for Martha Dunn who is moving to PA. Good luck to Martha and thank you for 10 great years on the committee

- Weekly RACC meetings with USA
- Everyone feels strongly there should be few changes for next year
- We are waiting for information on National Congress location and date for 2020
- Louis is still planned for 2021 Olympic Trials and Congress. Dates are being finalized
- The May meetings of the NAC, NJOC, NTC, NXC, and the Joint meeting will be scheduled as Zoom meetings. They will occur at approximately the same time as usually scheduled. Dates should be out in the next 2 weeks
- NO National Club of the Year will be chosen this year so Regions and States do not have to choose one

Region 2 Newsletter March 30, 2020
This newsletter comes with great hope that we will soon all be able to be off quarantine, and everyone can begin the recovery process. I know things are uncertain at this point. The weekly conference calls with USA have been very beneficial. They are keeping us abreast of all the possible changes in the works. They are looking at redoing schedules and changing in response to the postponement of the Olympics. As soon as I know about dates/location for National Congress, I will let you know
- 2021 Westerns and Nationals
- The 2020 hosts were given the first right of refusal. After April 1, they will know if both hosts can host in 2021. For Level 10 Nationals in 2021, Emerald City has indicated they do want to host
- Regionals
- Region 2 and all other regions are all giving the first right of refusal to the regional hosts that did not get to host in 2020 unless they had already awarded the 2021 bid. If that was the case, they are offering them first chance on the 2022 bids. I am waiting on hearing from all the parties involved and will announce as soon as this is finalized. This will include having a calendar of events for 2021 and 2022
- Some research was done on the possibility of rescheduling the Region 2 Xcel Championships to late spring or early summer. It was deemed that the number of potential participants and well as the number of clubs that might have participated would not be representative of a championship event. In addition, it is entirely unclear when things will return to normal and everyone’s well-being is of the utmost importance. As such there will be no rescheduling of this event
- State Chairman Elections
- Elections begin April 1 and continue through April 15th. In Region 2, no elections will occur in Alaska, Idaho, Montana, and Oregon
- Alaska will have a new chairman, Charlene Moss. Current Chairman, Martha Dunn, is moving back east to take care of her mother. We wish her the best and she will be missed. She has been an excellent representative for Alaska
- Mark Kindelspire will continue in Idaho and Josh Burnham in Montana
- Oregon will have a new chairman, Meg Doxtator. A big thank you to Molly Gill for all her work on the committee. She has done a great job as state Chairman of Oregon
- Hawaii is having an election between Cora Taylor Fonseca and Pam Zak
- Washington is having an election between Sandy Flores and Susan Riley
- Regional Senior Recognition
The region is going to have a section on the website for the senior class of this year. Anyone with seniors, please send your state chairman the following by April 15th
NameClubLevelCollege/University/PlansPictureIf you can do it in this table format, it will be easier to put together. We have permission to have them on the website if we do not have birthdates or USAG numbers. I will have a section for each state. I know it cannot replace them having a season ending event, but we can pay them tribute
- NCAA and USA Gymnastics [any high school athlete grad year 2020, 2021, 2022, 2023 that is interested in college gymnastics]
USA Gymnastics has been working with the NCAA to help connect athletes and schools. They have come up with a form that will be will put together as a list for colleges and universities. Please see the attached form. Reminder – athletes also need to go online and update their bios at USA Gymnastics. Directions on doing this are on the attached form. Once live, there will be a hyperlink attached to each athlete’s name that will take you to their online bio, which is why it is so important that these be filled out. Athletes will be able to enter in any social media webpages specific to them [personal webpage, Facebook, Twitter, Instagram, YouTube]. These will prove helpful to recruiters, as they will still be able to see any videos of routines or skills that have been uploaded

- Results RJOCC Election
Congratulations to our new RJOCC Tiffany Quincy from OMEGA. She will begin immediately. Thank you to everyone who participated in the election
- State Chair Nominations
Just when you thought, enough of elections already, all state chairman elections are coming up. Attached is the state chairman nomination form which is also on our regional website at https. //usagregion2. com/ Nominations will be accepted until March 1st
- Clarifications from Linda Mulvihill
- Level 7 Bars Special Requirement. A 360° circling element from group 3/6/7 is required. A release [toe shoot to the high bar] does not count as a 360° circling element
- Level 9 Floor Special Requirements. A 2 pass routine with a first pass of a roundoff, whip half, front layout, front layout and the second pass with a front layout is missing 3 different saltos [-0. 50 SR], missing a B salto at the end [-0. 50 SR] and has no dismount [0. 30 off SV] because the third front layout has NO VALUE PART
- Level 8 Floor Special Requirements. A two pass routine with a front tuck, roundoff, back handspring full twist and the second pass front tuck, front tuck, is missing 3 different saltos [-0. 50 SR]. Even though the last front tuck has no Value Part, there is a counting A salto in the last pass
- Any routines requiring a B turn on floor [Levels 8, 9, and 10]. If a gymnast is doing a turn with a leg up to get credit, please read the requirements to receive credit on Floor page 12. You would not know if credit is being given from the Start Value as this is a composition deduction. Many athletes attempting this turn are not receiving credit
- JO Regionals
Preliminary Schedule Reminder that Level 8 will be Friday, Level 9 and 10 on Saturday, and the NEW Level 7 Regional on Sunday. The Level 6 Invitational is on Thursday night. Profits from the Level 6 Invitational will go to the Regional Athlete Apparel Fund
- Xcel Regionals Update from Dianne Palmer and Patti Gable
Remember, this year it is not an invite but an Official Regional Meet for Gold, Platinum, and Diamond being held at Northwest Aerials May 7 – 10, 2020 in Everett, WA
Look for the email sent out by Dianne to Region 2 clubs on January 30th requesting to know if your club is planning to participate in the Region 2 Xcel Championships. Please respond by February 10
- Clarifications from Dianne
- Bronze and Silver Bars stretch jump dismount. A gymnast who has performed cast squat on followed by a stretch jump dismount receives credit for 2 “A” Value Parts
- Beam Handstands. Handstands in Xcel DO NOT have to be held 2 seconds. For vertical credit at Gold, Platinum, Diamond they must reach vertical [hands through hips – leg position optional]. Vertical handstands can be used in a series as the first, the second or as both skills in the series IF correctly connected
- Silver and Gold Floor Special Requirements. Acro flight skills/elements with hand support are eligible to receive Value part credit regardless of the number of times performed and may also fulfill Special Requirements provided that the series in which they are performed are different. “ A roundoff, back handspring pass and a roundoff, back handspring, back handspring pass are two different passes and would fulfill the Acro Special Requirements
Likewise, a Front handspring, front handspring pass and a front handspring, roundoff pass are two different series
- Regional Congress is set for August 1 and 2 at the Delta Hotel in Everett, WA. The final schedule is being worked on, but the lineup of clinicians is going to be stellar. There will be several courses offered as well. Please register at http. //www. usagymrc. com/region2/
- Reminder Dates for 2020 Camps
- High Tech. third weekend in September [Sept 18 – 20]. 8-hour camp for Hot Shots on Friday night and Saturday morning and Invited 9 and 10 athletes Saturday starting at 1 and finishing on Sunday. Remember, this camp is by INVITATION ONLY. The RJOCC will send invitations based on Western, National, TOPS results, and the recommendation of each state TOP’s coordinator
- South Camp. Sept. 26 & 27
- Inland Camp. Oct. 3 & 4
- North Camp. Oct 10 & 11
- Any agenda items for the April meeting need to be submitted by April 1. Agenda items that will be discussed and voted on are apparel funding ideas [see the minutes from the September meeting], logos, and submitted bids

- VOTE. Please, remember to vote for RJOCC. Voting closes Jan 31st. If you can’t find the link – go to usagym. org, LOG IN, click on Women and on the left side you will see elections. 😊
- JO Regionals. Reminder this year includes Level 7 in the Regional Meet
Regional ESTIMATIONS for each state on the percent of a percent for Level 7 and 8. These are based off the current registered athletes at each level

SECTION E – STATE ADMINISTRATIVE COMMITTEE CHAIRMEN [SACC]
- State Administrative Committee Chairmen [SACC] shall be elected by the Professional members of the Women’s Program in their respective states
- They shall serve for two [2] years and be elected in the spring on even- numbered years
- Elections to be completed by April 15th. Term of office to begin July 1st
- Election Procedure
- Regional Administrative Committee Chairmen [RACC] shall solicit nominations from the regional Professional membership through the regional newsletters and websites
- All nominees who are eligible candidates for each office will be placed on the online ballot
- A call for nominations must be published and/or posted online for a minimum of one month prior to the submission deadline of no later than March 1
- The following statement will be placed on the USA Gymnastics national website and emailed to all Women’s Professional Members who have current email addresses. Each Region and State should post it on their web-sites so that the Professional members are aware of the voting procedures and their responsibilities to ensure that their vote will be counted
- Elections will be conducted online at usagym. orgfrom April 1 – 15. In order to ensure that their vote can be counted, each Professional Members should make sure of each of the following
- That their address is current [specifically the State]
- That they know their personal User ID
- That they know their password
- That their Professional membership, safety certification and background check must be fully processed and current
- If you have any questions regarding your voting privileges, please call USA Gymnastics Member Services – 1-800-345-4719
- Elections will be conducted online at usagym. orgfrom April 1 – 15. In order to ensure that their vote can be counted, each Professional Members should make sure of each of the following
- Each RACC must verify that the nominee meets the criteria for nomination, has agreed to run, understands the job requirements and has submitted a brief resumé/statement of purpose [no more than 300 words. ] Endorsements should not be included. Any incumbent should not use non-public email or mailing labels for campaigning
- Each RACC electronically sends to the Women’s Jr. Olympic Program Director the name, city and state and the resumé of each candidate in a Microsoft Word document no later than March 15th
- The official Slate of Nominees for each state will be posted on the USA Gymnastics website to begin voting by April 1st. The voting will be concluded on April 15th
- The State Administrative Chairman [SACC] shall be elected by majority [1 over 50%] of the votes cast
- If no candidate receives a majority vote, a run-off election will be held between the two [2] candidates receiving the most votes. The run-off election will allow all Professional members who were current by March 31 to vote. The Women’s Jr. Olympic Program Director will work with the individual RACC on the procedures for online run-off elections
- In the case of a tie in the run-off election or in an election with only two candidates, the Regional Administrative Committee Chairman [RACC] of the respective state will vote to break the tie
- Write-in votes will not be allowed
- If only one nomination for state office is received, the RACC of that respective state will cast one [1] vote and the nominee will be elected by acclamation. This information is also to be sent to the Women’s Jr. Olympic Program Director by March 15th
- The week after April 15th the RACC’s will receive their respective region’s election results by email, including the actual vote counts in the event that any of the candidate wants to know this information. The RACC’s will notify all of the candidates of the election results
- After all elections are concluded, a complete list of the State Administrative Chairmen will be published at www. usagym. org
- The Regional Administrative Committee Chairman [RACC] shall send a copy of the verified vote count to each candidate in each respective election, upon request of the candidate

- One bid for Xcel regionals was received. The committee awarded the bid to Performance Plus Events in Boise, Idaho for 2021
- Bids for JO Regionals 2021 are being reopened
Due to unforeseen circumstances that were just communicated to them, Hawaiian Island Twisters will no longer be able to host Regionals. After much discussion, and with deepest regrets, HITS is removing their bid for Regionals in 2021. They hope to have the opportunity to host regionals in the future
Due date for the bids will be March 1, 2020

- Applications are being taken for JO Westerns and JO Nationals for 2021 and 2022. For any interested parties wanting to bid on 2021 and/or 2022 events, a separate bid form is required for each year. To be considered, all completed bids for 2021 events must be received no later than February 28, 2020; and February 28, 2021 for 2022 events. Completed bids should be sent Christy Naik at Cnaik@usagym. org. Once a bid is received, the event informational “Appendix A” will be sent to the interested party. Once the deadline to submit bids has passed, the national office will determine which party will be awarded the bid no later than 4 weeks from the deadline
- Don’t forget to submit nominations for RJOCC. Nominations are due by December 15th. See the last newsletter or the region 2 website for more information. The nomination is attached

- Current numbers in the region as of 12/1/2019 are as follows
- Level 10 – 103 [this will most likely translate to 1 session of Level 10 at Regionals]
- Level 9 – 210 [this will most likely be 3 sessions at Level 9 Regionals]
- Level 8 – 348 [4 sessions of 60 athletes based off a percent of a percent on numbers registered for state meets on March 9. ]
- Level 7 – 449 [3 sessions of 80 athletes based off a percent of a percent on numbers registered for state meets on March 9. ]
- The schedule will be Level 8 on Friday, Level 9, 10 and if time the level 8 state session on Saturday, and the Level 7 on Sunday
- Level 6 – 1 session invitational Thursday evening. This is on a separate sanction and is a fundraiser for Regional athlete apparel. It will be open to the first PAID 80 athletes. Entry fee is $100. A big thank you to Denny Allen for allowing us to use the equipment and run this session

Xcel Regional Bid 2021
Applications for the Xcel regional 2021 bid are open and will be due December 31, 2019. Bid forms are on the Regional Website. The dates of the meet will be April 21-22,2021. This is the week after JO regionals. 1. Camps
The camps this year were well received. Ivan tried to keep them consistent and use the same clinicians as much as possible. Be sure and talk to your state chairman as we are looking times, clinicians, and costs for camps for next year. As requested by the membership, Ivan changed camps to bring in out-side clinicians that are top notch. They cost big dollars to bring in, so the camps are no longer a money maker for the region. While the camps are awesome, we do have to meet costs. The High-Tech camp limited the numbers to 50 invited athletes at $200 each [which included a leotard], ran a deficit. The criteria for an invitation will be reviewed in April. Next year’s camp dates are as follows
a. High Tech. third weekend in September [Sept 18 – 20]. 8-hour camp for invited Hot Shots on Friday night and Saturday morning and invited 9 and 10 athletes Saturday starting at 1 and finishing on Sunday
b. South Camp. Sept. 26 & 27
c. Inland Camp. Oct. 3 & 4
d. North Camp. Oct 10 & 11
e. Hawaii Camp. Jan 10

Congratulations to Ivan Alexov as the new assistant Coach at Boise State University. We wish him well in his new endeavor. This will result in an election being held to complete his term
Job qualifications
SECTION I- REGIONAL JUNIOR OLYMPIC COMMITTEE CHAIRMAN [RJOCC]
1. Must have coached a gymnast who has qualified to Level 9 or 10 Regionals within the prior or current Olympic cycle and
2. Is presently coaching at the Junior Olympic level
3. If a candidate does not meet the above criteria, the Regional Administrative Committee may nominate a candidate with demonstrated ability and suitability for the position
Duties of the REGIONAL JUNIOR OLYMPIC COMMITTEE CHAIRMAN [RJOCC]
A. Attend the meetings of the Junior Olympic Committee [JOC]
B. Serve as. • Chairman of the Regional Junior Olympic Committee [RJOC] • A member of all Regional Committees
C. Provide a minimum of one [1] Regional training camp per year for gymnasts and coaches
D. Assist with the regional clinic or congress and competitions when called upon by the RACC
E. Submit a financial report to the RACC for reimbursement of travel, phone and postage expenses
F. Be prepared to represent the views of the region at annual meetings by the use of surveys and observations
G. Support the regional teams at Junior Olympic Nationals and investigate and pursue financial support or donations for regional apparel
H. Act in conjunction with the Regional Technical Committee Chairman [RTCC] on petitions and element evaluations
I. Recommend topics, content, and presenters for Regional Congress
J. Establish a Regional Junior Olympic Committee [RJOC]
K. Submit a written report to the Regional Administrative Committee Chairman [RACC] of their activities in the region i. e. , clinics, training camps, etc
L. Review and accept or deny petitions to drop back from the Elite to JO Program
The RJOC is part of the JUNIOR OLYMPIC COMMITTEE [JOC] The Junior Olympic Committee [JOC] shall be responsible for the Women’s Junior Olympic Program by coordinating a National effort to inform, train, educate and advise gymnasts and coaches in the Junior Olympic Program to
A. Formulate philosophies and give direction to the program
B. Work in conjunction with the Technical Committee [TC] on. • All technical aspects, competition format and rules and regulations of the Junior Olympic Program • The deductions for the Junior Olympic Compulsory Exercises • Evaluation of elements
C. Develop the Compulsory Routines
D. Establish score requirements and qualification guidelines and procedures for the various levels of competition
E. Establish the Junior Olympic Competition schedule
F. Direct the activities of the Junior Olympic National Team, i. e. , training camps, exhibitions, demonstrations and athlete and coach selection
G. Revise the Junior Olympic section of the USA Gymnastics Rules and Policies on an annual basis and submit to Administrative Committee for inclusion
H. Conduct and direct educational programs for the community
I. Work in conjunction with the Technical Committee [TC] to evaluate petitions received
J. Review and accept or deny petitions to drop back from the Elite to JO Program
Election Procedure
a. Regional Administrative Committee Chairmen [RACC] shall solicit nominations from the regional Professional membership through the regional newsletters and websites

b. All nominees who are eligible candidates for each office will be placed on the online ballot
c. A call for nominations by the Regional Administrative Chairman must be published and/or posted online for a minimum of one month prior to the submission deadline
d. The following statement will be placed on the USA Gymnastics national website and e-mailed to all Women’s Professional Members who have current e-mail addresses. Each Region and State should post it on their websites so that the Professional members are aware of the voting procedures and their responsibilities to ensure that their vote will be counted
Elections will be conducted online at www. usagym. org January 1 – January 15th. In order to ensure that their vote can be counted, each Professional Member should make sure of each of the following
1] That their address is current [specifically the State]
2] That they know their personal User ID
3] That they know their password
4] That their Professional membership, safety certification and background check must be fully processed and current

e. Each RACC must verify that the nominee meets the criteria for nomination, has agreed to run, understands the job requirements and has submitted a brief resume/statement of purpose [no more than 300 words]. Endorsements shall not be included. Any incumbent shall not use non-public email or mailing labels for campaigning or private use
f. Each RACC electronically sends to the Women’s Junior Olympic Program Director the name, city and state and the résumé of each candidate [no photos] in a Microsoft Word document no later than December 15, 2019
The official Slate of Nominees for each region will be posted on the USA Gymnastics website, with voting to begin by January 1, 2020. The voting will be concluded on January 15, 2020
h. Regional officers shall be elected by majority [1 over 50%] of the votes cast
i. If no candidate receives a majority vote, a run-off election will be held between the two [2] candidates receiving the most votes. The run-off election will allow all Professional members who were current by the date to vote. The Women’s Junior Olympic Program Director will work with the individual RACC on the procedures for online run-off elections
j. In the case of a tie in the run-off election or in an election with only two candidates, the National Chairman of the respective committee will vote to break the tie
k. Write-in votes will not be allowed. l. If only one nomination for regional office is received, the National Chairman of that respective committee will cast one [1] vote and the nominee will be elected by acclamation. This information is also to be sent to the Director of Program Administration by December 15, 2019

Để được xem xét tham gia Chương trình Thế vận hội dành cho Trẻ em của Năm [POY] Khu vực 2, phòng tập thể dục phải thể hiện mức độ thành công cao về thành tích thể thao ở Cấp độ 9 và 10. Hệ thống điểm đính kèm đã được áp dụng để gán điểm dựa trên thành tích của từng vận động viên thể dục dụng cụ ở Cấp độ 9 và 10 cho mùa giải hiện tại. Điểm của vận động viên thể dục sau đó được ghi có vào phòng tập thể dục của họ và tổng số điểm.
