Spain and Portugal announced their joint bid in October 2020, making the bid official with a statement released in the middle of an international friendly between the pair. And in a controversial addition, Ukraine was officially added as a third potential host to that bid. Given the country is currently in the middle of a protracted conflict with Russia, which is destroying its infrastructure and economy, that announcement has naturally raised eyebrows.
A second triple-host bid — from Saudi Arabia, Egypt and Greece — is thought to be among the other most likely candidates to win the hosting rights.
