If you're online and don't mind waiting for the download, see How to Install .NET Framework 3.5 on Windows 10, Windows 8.1, and Windows 8.

You'll need your Windows 10 DVD or ISO. or download and extract the latest Windows 10 ISO to its own folders using the Windows 10 Media Creation Tool.

Take note of what drive your DVD is in or where you extracted the ISO. For simplicity, we put our ISO in a C:\Win10 folder to make things easier.

Open a Command Prompt or PowerShell as admin and type in:

Dism /online /enable-feature /featurename:NetFX3 /All /Source:D:\sources\sxs /LimitAccess

Replace the D with the drive containing the ISO. If you extracted the ISO to a folder using our example above, then replace the D:\ with C:\Win10

You will see Enabling features and a progress bar. When complete you should see The operation completed successfully.

If you'd prefer to make it even easier, there's a batch file available that you can extract, right-click run as admin and it will find your ISO and install.Net 3.5

If the error persits, we will have to force the installation with the Windows command prompt (CMD). Prior to this step, we need to have the .NET Framework installation package in our device, which you can typically find on the 'Components' folder of the software we are trying to install (if you can't find in, it is also available for direct download on the Microsoft's website). For now, you can leave the installation package on your local disk folder (C:\).

Go to Start Menu and type 'cmd' and open it with administrator privileges. Copy the following command on the prompt and execute it:

    Dism.exe /online /enable-feature /featurename:NetFX3 /source:C:\ /LimitAccess
